On Monday, the decision was made on the first test to see if Russia could do without access to the global network. The decision to implement RuNet testing enters into force on November 1which does not mean that the first attempt will take place then. However, it is known that the tests will be repeated at least once a year. Maybe more often.

According to the website D-Russia in the tests they are required to take part in, among others telecommunications operators, connection providers, owners and companies responsible for communication lines crossing the border of the Russian Federation, as well as the Ministry of Communications, Federal Security Service, Ministry of Defense, Ministry of Emergency Situations and of course Roskomnadzor. Simply all institutions responsible for the Federation's network infrastructure. The decision to launch RuNet and cut off the external internet is made by the Ministry of Communications.

According to the portal Defense One Russia's internal RuNet network is simply a way to cut off Russians from independent foreign sources of information.
